DC winters always struck me as unpredictable. I think you could get away with this march through november, maybe not deep winter depending on the year.
I was not convinced about puffers until I saw stylish old people wearing them. I am plus size and got mine from the REI resale store online in a color I love with a flattering cut. Love! And yes, it rolls up and packs so easily
